Rous is a county council so you have the right to access certain information in line with the Government Information (Public Access) Act 2009.

Accessing information

Discover which council information you can access below and learn more about your right to access information here. If you want to access information that is not publicly available you may need to complete a GIPA access application and pay a fee of $30 for the application to be assessed. You can also pick up a from from our Administration Centre – 20 Conway Street, Lismore. If you’re unsure whether you need to complete an application or your request relates to access to your own personal information, you can contact us on (02) 6623 3800 or council@rous.nsw.gov.au and request to speak to a Right to Information Officer.

Accessing council registers

Council stores information in the form of registers in accordance with GIPA. You can access most of the registers below and if you have any questions or want to access other information, you can contact us on (02) 6623 3800, email us at council@rous.nsw.gov.au or visit us at our Administration Centre, 20 Conway Street, Lismore.

Contracts register

Council provides details of contracts with an estimated value of $150,000 or more on our website. There are three classes of contract. You can view and download the contracts register here.

Class 1 contracts

Class 1 contracts have an estimated value of $150,000 or more.

Class 2 contracts

Class 2 contracts include;

1. contracts that have not been tenders and have had terms and conditions negotiated directly with the contractor;
2. contracts that were the subject of a tender but the terms have been substantially negotiated with the contractor, the obligations of one or more parties to maintain or operate infrastructure or assets, could continue for ten years or more;
3. contracts that involve a privately financed project or the exchange of significant assets.

Class 3 contracts

Class 3 contracts are the same as Class 2 contracts with a value of $5 million or more.

Council’s register of delegations is a record of all delegations issued by and to council by the General Manager.

Returns of interest register

We maintain copies of councillors’ (and designated persons’) returns disclosing their pecuniary interests. The information owners have been consulted about the proactive release of the returns on the website and a public interest test applied. Some returns have had information redacted as a result.

Disclosure log

Rous’ disclosure log is a record of information that Council has released under the Government Information Public Access Act (GIPA). Information released as a result of a GIPA application is listed in the log if Rous believes it may also be of interest to other members of the public. Note that exemptions do apply under the GIPA Act whereby Council is not required to log certain access applications. Details are entered into the disclosure log when an access application has been decided, and any review time limits have expired.

Land register

The purpose of this register is to provide Rous land information in accordance with section 53 of the Local Government Act 1993 (NSW) (LGA).

Rous does not hold any community land because we are a county council, not a general-purpose council. In accordance with section 31 of the LGA, all land on our register is operational land.
