Rous County Council recognises that members from the community may wish to hold events or undertake activities on Rous County Council operational land. These events or activities may be large or small.
To hold your community event or activity on Rous County Council operational land, you must submit an application and be issued a Temporary Permit.
The main purpose of regulating community events is to ensure events are carried out in a safe manner without impacting the quality of our drinking water supply and with minimal disruption to visitors or the day-to-day operations of Rous County Council.
The Guidelines for obtaining a Temporary Permit provide details on all the necessary requirements for organisers wishing to conduct community events on Rous County Council operational land. Download the guidelines here.
Any person or group wishing to seek a permit to hold a community event on Rous County Council operational land, must submit a written application on the appropriate form. Please note:
Applications for a field day must be submitted at least eight (8) weeks prior to the required commencement date
Applications for a group visit must be submitted at least two (2) weeks prior to the visit date.
Rous County Council reserves the right to deny applications submitted less than this time, regardless of the relative merits of the application.
For your application to be successfully lodged you must submit either of the following:
A completed application for a group visit. Download your application here; or

Additionally, you must also submit the following:
A copy of your certificate of currency for current Public Liability insurance;
A site plan. Download a Rocky Creek Dam site plan template here;
Risk Management Plan; and
Other associated documents (check the Community Event Guidelines for details).
It may take up to two (2) weeks for your application to be processed and you will be notified in writing of the outcome.
If you have been successful in being granted a permit to conduct your community event, the permit authorises your activities and includes all conditions relating to your activity. Rous County Council reserves the right to negotiate any conditions of use and/or fees or refuse an application where it considers the content of the proposed activity to be harmful to Rous County Council’s reputation.

Fees and charges
While there are no fees and charges for community events on Rous County Council operational land, Council may request event organisers to pay a bond, depending upon the scale of the intended event.
